Case Summary
While visiting a friend, Steve Allen raped his friend’s six-year-old daughter and the forced the young girl to have oral sex with him. Allen was convicted of two counts of rape and sentenced to serve two concurrent terms of life imprisonment. Although the victim identified Allen as her attacker, he still refuses to take responsibility for his actions. Allen was paroled previously and was brought back on parole violations. He is currently incarcerated and regularly comes up for parole.

Case Facts
After Steve Allen was awoken by an argument taking place between the victim’s mother and oldest brother, he went into his then 6-year-old victim’s bedroom. He woke the girl up and then tried to kiss her. She tried to get him off of her and started to yell.
When the young girl started to yell, Allen put his hand over her mouth to silence her screams. Before he was able to silence her, however, her two-year-old brother was awoken. Allen shoved her younger brother down and hit him in the head before pushing the young girl to the floor.
Once she was on the floor, Allen took his pants off. He told the girl that if she didn’t do what he told her to do that he would hit her. He then vaginally raped the girl. After vaginally raping her, Allen put his bloody penis in her mouth. He made the girl promise not to tell anyone and told her that if she did tell anyone that he would kill her and her mother.
Approximately one year after the incident at issue, the victim was taken to the hospital after falling off her bicycle and after telling her mother that she had been sexually abused the year before. The examining doctor testified that, during the course of the examination, the victim told her that she had been orally and vaginally penetrated. The victim further stated that it happened when she and her mother were visiting a friend.
The six-year-old victim identified Allen as the man who raped her. Allen was convicted, after a bench trial, of two counts of rape. He was sentenced to serve two concurrent terms of life imprisonment.
Allen was later designated a sexually oriented offender. The psychological report prepared during that hearing showed that Allen still minimized what he did to the child and, at times, he outright denied his actions. He claimed that he could not remember everything because he had been abusing drugs and alcohol at the time. Alarmingly, it showed that he continued “to exhibit problematic denial in his inconsistencies and contradictions regarding any history of sexual attraction to children.”
Another concern is that Allen reported that when he’s intoxicated, “If I get something in my mind, I do it.” This is alarming because Allen reported a lengthy history of drug and alcohol abuse.
Further, The Hamilton County Prosecutor’s Office has heard from the victim’s mother, who reports that her daughter continues to suffer from this rape.
Although Allen received two life sentences, he was paroled previously. He is now back in prison for violating his parole.
No Parole
Allen was properly given a mandatory life sentence for vaginally and orally raping a child. The most recent records available to The Hamilton County Prosecutors Office show that he has yet to accept responsibility for his actions. In addition, Allen was previously granted parole even though he received TWO LIFE SENTENCES. Rather than take advantage of his second chance, Allen violated his parole and is now back in prison.
Allen destroyed the life of a child and rightfully belongs in prison for the rest of his life. We believe releasing Allen at anytime would pose a serious risk to the community and would endanger any child that would come into contact with him. Based on the fact Steve Allen vaginally and orally raped a six-year-old child, has failed to take responsibility for his crimes, continues to minimize his actions and failed to take advantage of a previous opportunity at parole, we believe Steve Allen should be required to serve his maximum sentence of life in prison.
